Leeds is a city of houses with a concentrated flat market at its centre: only 17% of sales are leasehold — around 63,000 homes — but they cluster heavily in the city core, from the waterfront developments around Granary Wharf, Brewery Wharf and Clarence Dock to the converted mills and newer towers of the Arena Quarter. Outside the centre, most of the housing stock is freehold, so block management here is essentially a city-centre discipline.

That concentration shapes the market. City-centre Leeds stock is largely post-2000 purpose-built, which means the sector's current pressure points — high-rise insurance premiums, EWS1 and building-safety remediation, and service charges rising faster than inflation — land disproportionately on Leeds leaseholders.
