What TPO registration actually means

The Property Ombudsman (TPO) is a government-approved redress scheme — one of two that residential block management firms in England are legally required to join (the other being the Property Redress Scheme). This is not voluntary: under the Redress Schemes for Lettings Agency Work and Property Management Work (Requirement to Belong to a Scheme etc) (England) Order 2014, any business providing property management services in England must belong to an approved scheme. A firm that is not registered with TPO or PRS is operating illegally and can face a financial penalty of up to £5,000.

TPO registration means that if an agent fails to handle a complaint properly — poor communication, delayed repairs, failure to provide accounts, ignored correspondence — leaseholders can escalate to the TPO for a free, independent determination. The TPO can order the agent to apologise, put things right, or pay compensation of up to £25,000. TPO registration does not, however, cover the reasonableness of service charge levels: charge disputes go to the First-tier Tribunal, not the ombudsman. What TPI membership means

The Property Institute (TPI) was formed in 2023 from the merger of ARMA (the Association of Residential Managing Agents) and IRPM (the Institute of Residential Property Management) — the two bodies that had previously set professional standards for the block management sector. TPI membership is entirely voluntary, which is precisely what makes it meaningful: a firm chooses to join, accepts the TPI Consumer Charter, commits to a published complaints procedure, and agrees to professional development requirements for its staff.

TPI-accredited firms must follow ethical rules on fee transparency, contractor procurement, and client money handling. TPI can investigate conduct complaints and, where breaches are serious, suspend or expel members — with sanctions published publicly on its website. Importantly, TPI members are bound by the 4th edition of the RICS Service Charge Residential Management Code (approved by the Secretary of State in 2026), which sets the benchmark for transparent budgeting, competitive tendering, and fair communication with leaseholders.

TPI membership does not replace TPO registration (a firm should have both), but it signals a voluntary commitment to professional standards that goes well beyond the legal minimum. Verify membership at tpi.org.uk.

Why accreditation matters when choosing a managing agent

There is still no mandatory licensing for residential block management firms in England and Wales. Any individual or company can legally set up, call themselves a block manager, and start collecting your service charges — with no qualifications, no oversight, and no obligation to hold your funds in a separate client account. Against that backdrop, voluntary accreditation is not a nice-to-have: it is the only meaningful quality filter available to leaseholders and RMC directors making a shortlisting decision.

A firm with both TPO registration and TPI membership has accepted external accountability on two fronts: mandatory consumer redress and voluntary professional standards. A firm with neither operates in a regulatory vacuum.
